High-risk insurance can be required for any of the above reasons and will be dependent on the state that you reside in. If you are a driver that has to get this type of insurance it is important that you abide with the rules that have been implemented regarding this issue. Not following the rules could result in your car being impounded, your license being revoked, and you possibly having to go to jail. Although this non standard form of insurance is expensive, the legal fees that you may incur by not abiding can cost much more.
